Circular Economy in the Palm Oil Industry: Innovations in Oil Palm Biomass Waste Utilization for Sustainable Development

Abstract

The palm oil industry generates lignocellulosic residues on a scale that is far larger than the volume of crude palm oil it produces, and the conventional treatment of these residues as disposal problems represents both an environmental liability and a forgone economic opportunity. This paper examines how circular economy principles are being operationalised in oil palm biomass management, and identifies where the transition from linear disposal to closed-loop valorisation is currently constrained. A systematic literature review following the PRISMA protocol was conducted on peer-reviewed articles indexed in Scopus and SINTA published between 2015 and 2025, using Boolean combinations of circular economy, oil palm biomass, waste valorisation, and Indonesia. Records were screened for thematic relevance, methodological transparency, and reporting of technological or institutional outcomes, and the retained studies were analysed thematically across four dimensions: material streams, conversion pathways, enabling institutions, and sustainability outcomes. The review indicates that valorisation of empty fruit bunches, palm kernel shells, mesocarp fibre, fronds, trunks, and palm oil mill effluent is technically mature at laboratory and pilot scale across bioenergy, soil amendment, biomaterial, and biochemical routes, but that commercial diffusion remains uneven and concentrated in large integrated estates. The dominant constraints are not technological but institutional and logistical: fragmented feedstock supply from smallholders, absent quality standards for secondary products, weak offtake certainty, and financing structures that do not price avoided emissions. The paper argues that circularity in the palm oil sector should be treated as a governance problem as much as an engineering problem, and proposes a staged pathway in which mill-level industrial symbiosis, cooperative feedstock aggregation, and product standardisation are sequenced rather than pursued in parallel.
