Environmental Literacy and Sustainable Palm Oil Practices: Strengthening Community Participation in Responsible Oil Palm Development

Abstract

Sustainability standards for palm oil have been designed principally as compliance instruments, yet their effectiveness among smallholders depends on a capability that compliance frameworks rarely address directly, namely environmental literacy. This paper examines how environmental literacy shapes community participation in responsible oil palm development, and specifies the conditions under which literacy translates into practice rather than remaining latent knowledge. A conceptual review was conducted on peer-reviewed studies indexed in Scopus and SINTA published between 2015 and 2025, spanning environmental literacy measurement, pro-environmental behaviour among agricultural producers, and smallholder engagement with palm oil certification. Retrieved studies were coded for the literacy dimension examined, the behavioural outcome measured, and the mediating or moderating factors reported, and were then synthesised into a four-dimension model comprising knowledge, attitude, competence, and participation. The review indicates that environmental knowledge alone is a weak predictor of practice, that attitudinal and efficacy components mediate the relationship substantially, and that structural conditions such as tenure security, group organisation, and access to advisory services determine whether intention converts to action. Evidence on certification confirms the pattern: smallholder participation is constrained less by unwillingness than by documentation capacity and organisational readiness. The paper argues that environmental literacy should be treated as a collective rather than individual attribute in smallholder landscapes, and that extension design should target group-level capability alongside individual awareness.
